(3) The Chief Executive Officer shall hold office for a period of five years, on such terms and conditions of employment as the Board may determine, and shall be eligible for re-appointment for a further and final term of five years. (4) The Chief Executive Officer shall be an ex-officio member of the Board but shall have no right to vote at any meeting of the Board."}
