I believe that the writing here came from the Speaker’s Office. I do not know whether there are other offices that can approve a report of Parliament other than the highest office of this House which is the Speaker himself. If a Member has reasons to question the report or a paragraph in the report, it should have been recorded as a dissenting voice during the preparation of the report. That did not happen at any point.
