On the issue of the cartels, what we have done as a Ministry to avoid them is that we actually go through a tender process. Oil is brought into this country through an open tender system, which people only compete on the price of the product at the source, the transportation and a small premium. So, we have actually removed the cartel issue. But because we do not produce our own oil, its price keeps on increasing. Frankly, I think that the system we have put in place is trying to cap---"}
