What I have said is that the Ministry of Energy and the Ministry of State for Defence will sit and agree on who will pay the compensation. I have said that the Ministry of Energy and the Kenya Power Company (KPC), for that matter, does not operate with a low voltage line within Kahawa Garrison which is a restricted area. That is the only difference. In other areas, I am sure we have been able to deal with such cases in a better way."}
