The reason why I am bringing this amendment which is fundamental and people are losing it, so that Dr. Khalwale does not mislead the House - it is article 38(2) of the constitution; that every citizen has the right to free, fair and regular elections based on universal suffrage and more importantly, the free expression of the will of the electors.
