It was simply that the President did not have the constitutional mandate to give somebody a second term without the House itself again going through the appointment process. So, the question will be: This House is bound by its own decision that came up at that time and said: “No, that person has to subject himself to a new competitive term”. I just wonder whether we can overrule our own decision without a substantive Motion to overturn our own resolutions."}
