The Speaker ruled that whenever the Constitution Implementation Commission (CIC) expresses doubts and reservations about the legislation that is brought to this House, it should be considered. In fact, I am so much disappointed by the Chair of CIOC. He is the Chair of the Committee which is supposed to ensure proper implementation of the Constitution."}
