The following criteria were used by the teachers for classifying hardship areas:- Lack of or unavailability or inaccessibility to food, inadequate transport and communication network; limited basic social services and amenities; persistent harsh climatic conditions; insecurity and high possibility of security threats. Mwala District does not meet the criteria and, therefore, the teachers there cannot be paid hardship allowances."}
