Again, I think this is the first time I am actually seeing in a Bill that we are very conscious of constitutional provisions on limitations. When you want to limit a provision of a Bill of Rights, then it must be done according to the Constitution; that you must state to what extent you are providing those limitations. This Bill seeks to do so. It is a good first step, which I laud."}
