We are told the man was in the hands of the police at the time of his death. The death was confirmed by a doctor from that country. Mr. Speaker, Sir, the State officials from both countries have confirmed that, indeed, the death occurred in the hands of state agents. This is a very clear-cut case where the Government can make reasonable demand for financial compensation from that Government. In fact, where state agent terrorism is involved, there is precedence; for example, the Lockerbie bombing. Has the Minister made financial demands for compensation because this was a person who was earning income for his family?"}
