It is purely administrative. If the Director-General (DG) is to have authority and, be effective and make his staff accountable, he must have authority to enforce what he is supposed to do. I do not think it is necessary for a whole council to be involved with issues such as discipline. I think it is important for us to support the amendment; it is purely administrative and the DG should be given the powers to play that role."}
