I did not intend to do that. Hon. Balala, my friend, indeed, put in a lot of efforts during his time. We had at least a sports policy and a Marshall Plan. As we speak now, we are trying to legislate on this. A Bill is already before the Departmental Committee on Labour and Social Welfare; they told me they will be doing something before this House breaks, so that we can have a sports lottery. We can have a way to fund our sportsmen and sportswomen as it is the practice all over the world, because the Government alone cannot manage it. I also have to acknowledge the efforts by Committees of this House, especially the Budget Committee that already has picked up the issue of how to fund our national teams. I believe that when that Bill comes on the Floor of this House, the hon. Members will be able to address some of the concerns that have been raised."}
