The third document that I want to table--- I think it is the second, because I am withdrawing the second one, it is the circular of 18th August, 2008, arising from the Parliamentary Report that I have referred to. The then Permanent Secretary, Prof. Karega Mutahi, issued a circular again to all Provincial Directors of education, to all Directors of City Education, DEOs and heads of schools. It is quite clear; if you allow me, I will read two sentences. It says:- “Professionally, extra-coaching, or tuition, is given to learners who exhibit weaknesses in certain subjects. This is what constitutes remedial teaching and does not involve payment by parents.” I emphasize these words. The professor went on, at page 2, to say:- “No whole class tuition will be allowed to take place in any school.” This is the policy that I am now implementing, and I would like to also table that."}
