Mbadi asked: (b)) whether I am aware that Section 109(3) of the Election Act, which stipulate that the power of the Independent Elections and Boundaries Commission (IEBC) to make electoral regulations should only be exercised after a draft of the proposed regulations have been tabled and approved by the National Assembly, at least, six months preceding a general election. These six months expire on 4th September, 2012 and also to provide a roadmap toward realizing the rules and regulations; and, (c) the reasons behind the delay in the tabling of the Draft Regulations as envisaged in Section 109(3) of the Elections Act. Mr. Temporary Deputy Speaker, Sir, I was given five minutes to do this. On the first part of the question, I wish to say “yes,” the Draft Election Regulations are ready."}
