A Constitutional Commission must obey the laws of the land. I believe Parliament has the final say, because Parliament can recommend and make directions in accordance with the laws of the land. So, since the Minister is agreeable, I seek your directions in the matter. We ought to come to the rescue of helpless Kenyans who are punished for no reason of their making."}
