I agree with the amendment as proposed but I feel that the penalty that is proposed of three months or Kshs30,000 is quite low and might not be a deterrent for these drivers. I would propose that the sentence be increased to six months and the fine not exceeding Kshs50,000. Mr. Temporary Deputy Speaker, Sir, on Clause 49 there is a proposal that the principal Act be amended by inserting a new schedule. While it is a good idea to have this schedule on demerit points, I find there is a problem there because most of the driving licences that we have are mostly fake. With the kind of driving licences which we have currently, I do not know how these points would be captured for us to know who has lost how many points unless we change the driving licences to the new generation driving licences. I think this is something that we should look into and see how effectively these demerit points will work. With those few remarks, I beg to support."}
