I am sure we are going to have a very efficient and effective Cabinet Secretary who will be able to do it even before 18 months are over. But let us not give him a deadline. He can do it immediately because the Cabinet Secretary will not be a politician. He will be a person from the NGO world and from the business community. So, he will have nothing else to do but to concentrate on the job. So, I agree with the Attorney General."}
