I think it is good; although some of the commissioners may have wanted authority to go into police stations and other institutions ordinarily without a warrant or without a court order. However, I think the fact is that there is a requirement that in certain instances they go to court and get court orders. That is not to say that the power is limited; it is simply to say that we do not want frivolous complaints that are made; once they can go before the court and demonstrate that there is need to enter any premises---. They do not investigate crimes. They just investigate human rights violations. They will then have access to records and to such institutions."}
