While I agree that the debate ensuing is healthy, this report is a product of this House and once it gets here, any hon. Member is free to debate it. Therefore, I stand to be told which part of the Standing Orders would bar Mr. Mututho from debating and amending the report. Secondly, I am seeking your guidance because when you say that an amendment of this nature must be approved by the Speaker, I seek to disagree because an amendment to a report can happen on the Floor of the House. It is good that we do not flout our own procedures because going into the future, it will set a very bad precedence. I know that a report can be amended on the Floor."}
