In Clause 5 of the said Schedule, I am for the first time establishing a national parents association, county parents associations and sub-county parents associations, elected by parents associations from schools through a delegate system. It is a dramatic departure that will create a sense of belonging by parents, so that they participate in the development and welfare of their children."}
