Members, first, this is with respect to the Judges and Magistrates Vetting Board. Section 6 of the Vetting of Judges and Magistrates Act, 2011, establishes the Judges and Magistrates Vetting Board. Section 7 of the Act provides for the membership of the Board and requires that six members be citizens of Kenya and that three members be non-citizens. Section 9(3) of the Act requires the President, in consultation with the Prime Minister and with the approval of the National Assembly, to appoint three distinguished non-citizens to be members of the Board. These non-citizen members are to be drawn from among serving or retired judges, each of whom shall have served as the Chief Justice or Judge of a superior court in the Commonwealth.
