In his Statement, specifically, I want the Minister to:- (i) Explain whether the persons behind the heinous act have been arrested and charged in court; (ii) State what he is doing to curb this crime (iii) Give us a status report on implementation of The Sexual Offences Act. Mr. Speaker, Sir, hon. Members must have been following what was happening in India. I want him to categorically tell the nation, preferably tomorrow, what he is doing about the rape and killing of a four-year old girl in a civilised nation like Kenya."}
