However, my concern is that 25 per cent is too much. The letter “D” in “CDF” stands for “development”. So, I see nothing wrong with 15 per cent. If you look at the mandatory allocations, you have the allocation for administration set at 5 per cent; monitoring and evaluation, 3 per cent and Recurrent Expenditure, 3 per cent. We are going to leave just about 50 per cent for development, which is too low. Therefore, I will plead with my brother here; we did it within our deliberations in the Committee. Let us, please, leave it at 15 per cent. I am well aware that the education needs in Turkana are much more than they are in Rarieda but, please, this is a development fund. Of course, I know that providing education is fundamental as it helps you to accelerate your part towards achieving the development obligation but, honestly, 25 per cent is just too high. So, I plead with my brother to let it be 15 per cent."}
