I informed the hon. Member that consultations were being made. The legal opinion from the Attorney-General was required. Today, in the morning, I whipped my officers both in the Legal Department and the Human Resource Department and they got in touch with the Attorney-General’s Office and also the Public Service Commission. The answer they came up with is that a salary is something that is earned. It is not something that can be paid out for any other reason. The advice I want to offer is that our channel has been exhausted. There is nothing more we can say about the payment. We, therefore, advise Mr. Obwoma to seek redress from courts."}
