Speaker, Sir, you may want to move this country and this House forward and you have a constitutional duty to so and I know that you have it. I want to plead with you that if you have to do it on your own - I am not a lawyer, but I know how you read laws - Standing Orders Nos.173, 174 and 176 all come before Standing Order No.177. Therefore, you cannot take Standing Order No.177 and say it is law. I know that that is how you would advise me because you have taught me how to read the Constitution. You cannot read Standing Order No.174 and leave the rest. I know you will advise me because you have told me before or you taught me how to read the Constitution."}
