Allow me to quote the assertions of a philosopher called “Thomas Hobbes” in his theory of “Social Contract”. He states that the role of a government is to protect life and property. If the government fails to protect life and property of its citizens, the citizens go back to “a State of Nature”. When their lives and properties are threatened, they find their own way of protecting themselves. That is the observations we have made from these pastoralist areas."}
