Allow me to quote the assertions of a philosopher called âThomas Hobbesâ in his theory of âSocial Contractâ. He states that the role of a government is to protect life and property. If the government fails to protect life and property of its citizens, the citizens go back to âa State of Natureâ. When their lives and properties are threatened, they find their own way of protecting themselves. That is the observations we have made from these pastoralist areas."}
