It is a very critical Motion. As one of the people who come from the ASAL areas, one of the challenges that we face as a country sometimes is that when there is drought, you find that the Government is slow to act. When a poor farmer from North Eastern or from Kajiado loses about 100 head of cattle, sometimes we are slow in responding as Government. When there are floods, we see a lot of effort of trying to save people. In the past regimes, we have heard a lot of promises as pastoralists. Leaders from many political parties have been making declarations that if supported by pastoralist communities, they would ensure that a livestock insurance fund would be put in place. That has never been the case. The Jubilee Government had an opportunity to interact"}
