It is strictly not a statement. I can see the House is quiet. I had informed you that I would raise a matter of national importance regarding the Constitution. There is a ruling that was made in this House previously that if a matter is touching on or is likely to interfere with the implementation of the Constitution, that matter can be raised at any time before it goes very far. I rise in line with your previous ruling that when a matter is about to be transacted by this House and it touches on the Constitution a Member can rise and raise it. Article 1(3) of our Constitution is explicit that the sovereign power under this Constitution is delegated to State organs and this Parliament is such a state organ. Article 94(4) says: âParliament shall protect this Constitution and promote the democratic governance of the Republic.â Further, Article 2(1) binds all persons and all State organs to the Constitution which is the supreme law of the Republic."}
