However, the hon. Member is discussing a matter that is before a Committee of this House and that report will be brought to this House. At that stage, hon. Ng’ongo will have the opportunity to raise the issues of constitutionality. The hon. Member is anticipating debate. We cannot allow hon. Ng’ongo, just for the sake of it, to run this House with impunity. The matter is before a Committee of this House and that Committee is an extension of this House. It will bring its final report to the House within a certain constitutional deadline which will be on Tuesday, 14th. That will be next week. Hon. Ng’ongo should not anticipate the report of that Committee, unless he has no confidence in the membership from the CORD Coalition in that Committee--- Hon. Speaker, Sir, you must rule that hon. Ng’ongo is out of order."}
