I rise on a point of order based on the Constitution and in particular the authority of the functions of commissions like CRA. In Article 216(5) the Constitution reads: “The Commission shall submit its recommendation to the Senate, the National Assembly, the National Executive, County Assembly and County Executives.” Is the hon. Member in order to suggest that by hon. Members pointing out that there are no recommendations by the Commission before the Assembly is not a deficit by the Treasury rather by the Commission? Is he in order to suggest that the default is something that we can gloss over?"}
