Speaker, Sir, it is very clear from the Constitution that determining the allocation of national revenue between the two levels of Government - that is the National Government and the County Government - is a preserve or function of the National Assembly and not the Senate. It goes ahead to say in (b) that-: “Appropriates funds for expenditure by the national government and other national State organs;”"}
