That, given the Constitution of Kenya 2010 created a bicameral Parliament, county governments and constitutional commissions thus increasing Recurrent Expenditure; that a bloated public sector wage bill which has been going on over the years enjoys the lion’s share of the national Budget, there is need to carry out job evaluation exercise in the public to gauge, regularize and rationalize pay levels and to eliminate duplication and wastage."}
