Usually, I do not like interrupting my friend hon. T.J.Kajwang because I know he is one of the best brains that we have in this country especially on legal matters. However, I realize that he, probably, has not really understood the financial issues. When you read Article 206 it talks about appropriation. I would like to remind him that this House has actually appropriated those funds. That is what we did a couple of weeks ago when we were appropriating money for the national Government."}
