From the outset, I would like to say that we are not getting very well what a House or Parliament in a pure presidential system is supposed to do. This Motion is timely and it is very good but I want us to remove this aspect--- I think we have heard your guidance in the past that this House cannot keep on “urging the Government”. I want us to replace this with “this House resolves”. That is because when we say that we “urge the Government”, the question is: Who is the “Government?
