Temporary Deputy Speaker, Sir, the reason why the National Assembly stated that the Division of Revenue Bill needed to go directly to the President was a matter of law. I think we need the spirit of inclusiveness and co-operation between different institutions; even in that case before the Supreme Court. I am sure we will not be getting to the contents of it because that will be sub judice . The National Assembly, the Senate and the Executive should have gone to say that devolution is something new and we want to look for clarity together.
