Member there, who is Marangi in matters of law, I think there are many things that are not basically using specific laws; there are regulations. I believe that the provision of collection of taxes order is such one regulation or guideline which will allow taxes to be collected beforehand and I know many other things. Even when we look at Uwezo Fund and so on, it is not being effected by a law of Parliament; it is by a regulation from other quarters. I, therefore, agree with hon.
