With due respect to my learned friend, I do not think that this Motion as tabled before the House is unconstitutional. This is because there is always a way in which legislation is born. This is just one of the ways through which a Bill can be born in this House. I am saying that if the Mover of this Motion has found it fit to bring to this House a Motion of this nature, he is right. He is exercising his legislative powers. However, passing this Motion does not necessarily mean that we will stop any further preparation of a Bill. By all means we should encourage Members to bring these kinds of Motions because that is when this House will appreciate the fact that we need a Bill of this nature to be brought before the House for purposes of passing it and protection of Kenyans who are suffering because of cattle rustling."}
