Member is raising relates to qualifications for appointment. If you look at the Bill it talks about one being a citizen of Kenya, hold a degree from a university and so on. paragraph (d) actually satisfies the requirements of Chapter 6 of the Constitution. I guess what the hon. Member is saying is that, perhaps, the issue of the marginalized could have been left out. However, I guess when these appointments are going to be made the Constitution will definitely be followed."}
