My humble view guided by history and the traditions and customs of this House, is that when such a matter is brought before the Chair, the Chair has no choice, but to make a pronouncement. Therefore, in this matter, it will be important for you either to determine that the matter is frivolous and therefore, of a characterisation that is not worth the intervention of the Chair or that the matter, indeed, raises weighty concern requiring the pronouncement of the Chair. However, it cannot pass without a pronouncement from the Chair."}
