Temporary Deputy Speaker. First of all, I want to thank you because you have been guiding this House very well. Having said that, I want to indicate that given that this is a new House, it is important that we set things right and we move procedurally. I have not been in this House for very long; five and a half years are not too long, but within those five and a half years, I have never seen a situation where we are discussing a Bill and we have a joint report. It is not procedural. So that we put things in order, would I be in order to request that you order that this matter be deferred and that the Committee brings a specific report that relates to this Bill? As hon. Midiwo has indicated, what will we be voting to? The Standing Orders do not say that when you are discussing a Bill, there shall be a report of another Bill attached to it. What this Committee has done is absolutely unprocedural. You need to guide the House."}
