This matter has been taken up at higher levels of Government and I believe lessons have been learnt. One of the things that we will obviously be coming up with, perhaps, even an amendment to the Procurement law to ensure that quality-based methods will never again be used in this country. Cost must always be factored and you actually get the weight of the two to avoid a situation where you are forced into accepting only one of the bidders without knowing whether you are going to get better value on the others."}
