What I am saying is that, in primary schools âyesâ but in secondary schools, the hon. Member knows what happens. Teachers apply for positions as advertised depending on availability of vacancies in different schools. A school may have a position and teachers who are not necessarily serving on contract may apply. So, you cannot give such a place to somebody who has not applied. You have to give employment to the people who have applied for the jobs. That is the difference."}
