If you look at our Standing Orders and the County Governments Act, there is a provision for all the Senators. I want to clarify that the correct reading is the one of the Constitution, Article 123(2) which says:- “When the Senate is to vote on any matter other than a Bill, the Speaker shall rule on whether the matter affects or does not affect counties.” I have, therefore, ruled that it affects counties. If this one does not affect counties, which one does? So, we will take the Roll Call vote. I order the Bell to rung for eight minutes."}
