Speaker, you preside over our discussions, you do not come in to make a ruling. There is nowhere where you make a ruling on what we decide here and we are doing so for Kenyans. We are not doing it for ourselves. This House is divided; we have got the Leader of Majority Party and the Leader of Minority Party. We have got the Government side and the Opposition side. Therefore, whenever we reach a decision, that decision is for the people of Kenya. We do not make a decision to favour any particular person. That is the first point; even lawyers who argue in court should see that because it is common sense."}
