Actually, in the absence of a specific Standing Order on this matter, I agree that I would be the last one person to want to break the rules and traditions of this House; the traditions of this House would require that--- You note from Standing Order No.1 that on a matter that is not specific in the Standing Orders then the Speaker is granted a carte blanche – a kind of a blank cheque to make a ruling to guide the House. So, in the absence of a specific ruling--- I know it has been presumed that if you are the last person to speak and you have a balance of time, then you are given priority, but that is a practice that is not anchored in the specific letter and spirit of the Standing Orders.
