Temporary Deputy Speaker, for giving me an opportunity to give my thoughts to this very important proposal for amendment. From the outset, I support it. To me the reasons are very clear, according to the Constitution and I want to support it because of legal reasons. I have looked at the Constitution, particularly Article 9, which provides for the national symbols and national days of the Republic of Kenya. The first one is the national flag. I am informed in this presentation by the provisions of Article 6(1) and (2), which provide that:- “(1) The territory of Kenya is divided into the counties specified in the First Schedule. (2) the governments at the national and county levels are distinct and inter-dependent, and shall conduct their mutual relations on the basis of consultation and cooperation.” The electronic version of the Official Hansard Report is for information purposesonly.
