Kembi-Gitura","speaker_title":"The Deputy Speaker","speaker":{"id":242,"legal_name":"James Kembi Gitura","slug":"kembi-gitura"},"content":"THAT, notwithstanding the provisions of Standing Order 98 (4), the Senate resolves that each speech in a debate on a Bill or Report of a Committee, including a Report of a Joint Committee of the Houses of Parliament, be limited as follows:- A maximum of sixty (60) minutes for the mover in moving and thirty (30) minutes in replying, and a maximum of fifteen (15) minutes for any other Senator speaking, except the Senate Majority Leader and the Senate Minority Leader who shall be limited to a maximum of sixty (60) minutes, as provided for in the Standing Orders."}
