I have nothing against the governors. In fact, I have a very good working relationship with my governor. Hon. Gumbo referred to Article 9 of the Constitution, which is sub-titled “National symbols and national days”; and Article 10, which is sub- titled “National values and principles of governance”. As we sit here and legislate, any Kenyan can fly a flag in his country. This Bill is dealing with State officers. Look at the contradiction. I want to read the County Governments Act. It says: “County symbols”. This is the work of my Garissa County Assembly. They better do it. The only person who has fulfilled the requirements of Sub-clause 4 is the Governor of Kisumu. I want to congratulate him. It says: “Every county shall enact legislation prescribing the following county symbols:-"}
