You will find a Chair going to the Clerk and telling him to write a letter to the Executive to stop payment or to stop a project. That is not in order. Anything that will bind on the Executive is when a resolution--- Do an investigation, do a report, bring it to the House and if the House agrees with you, with your recommendation, that will bind on the Executive or any other person.
