It is high time, as the Chairman of the Finance, Planning and Trade Committee has said, the Committee came up with a workable method that we can approve here in House, and enable the Government to deal with agencies overseas. Hon. Temporary Deputy Speaker, we have micro-finance institutions, and you find that some agencies outside are prepared to release money to them; who can give a letter of credit for this? It is difficult to obtain this letter; it is difficult for us to move fast. Hon. Temporary Deputy Speaker, when we look at a country like Rwanda, we automatically conclude that our experts in this country are not taking us seriously. This is a country which has been in problems but it is ahead of Kenya in money borrowing matters. I want to support this Bill, so that the country can move forward and experts can start planning for this country well. I support."}
